Who is eligible to use the FPCA?

Members of the U.S. armed forces and merchant marines, their dependents who are stationed outside of Williamson County and U.S. citizens living abroad are eligible. (Federal voting law defines "overseas" as anywhere outside the United States, including Canada and Mexico.)

Voters who indicate they are U.S. citizens residing overseas and do not intend to return are only eligible to vote on federal races. 

The FPCA MUST contain an address where the applicant is located outside of Williamson County. Voters who are currently residing in Williamson County are not eligible to use the FPCA.

What are the benefits of the FPCA?

Voters who submit a FPCA will automatically receive ballots for all elections in which they are eligible to vote for a period of one calendar year. During federal elections, FPCA voters may choose to have their ballots e-mailed to them.

FPCA voters who are returning their ballots from outside of the United States must have their ballots post marked by 7:00PM CST on Election Day but have an additional five days after the date of the election for our office to receive the marked ballot.

FPCA voters who have a valid FPCA on file but have not received their ballot may also be eligible to vote using a Federal Write-In Absentee Ballot (FWAB). Please visit for more information.

How do I submit my FPCA?

Completed and signed FPCAs can be submitted via any of the following means:
